Introduction categorical social aid of new format

Categorical social aid (further CSA) of new format introducting from 01.01.2018.
In the new format of CSA, as against present types of social payment, to underprovided citizens or families will be give to three types of support in one complex:
1)payment of categorical social aid;
2) employment assistance by the following ways:
а)  directions for vacant work place, which given by employer;
б)  direction to teaching, with reimbursement of expenses for teaching, residence, passage, one-time hot food (in case of teaching in T and PE) and payment of grants for account of the state;
в) direction to youth practice, social work places with
subsidizing of wage for account of the state;
г)  Extension of microcredit for opening of own business or enlargement of business.
3) Rendering of guaranteed by the state special social services for persons who needs in social servicing. Services can render by social workers, nongovernmental organization and state medical-social organizations.
Accordingly CSA of new format includes comprehensive approach of supporting for underprovided citizens or families for exit from poverty.

1.Who will receive the new ASP format?

The ASP of the new format is assigned to citizens or families whose incomes are below 50% of the subsistence level in the form of unconditional or conditional cash assistance.

Unconditional targeted social assistance will be provided to low-income families that do not have able-bodied members (for example, disabled families or elderly pensioners) or they for objective reasons can not participate in active measures to promote employment (for example, a single mother with preschool children) .

For such categories of low-income families, the TSA is appointed quarterly without any conditions and is paid monthly.

The conditional targeted social assistance will be provided to able-bodied low-income citizens or low-income families with able-bodied members, provided they are compulsorily involved in active measures to promote employment.

For this purpose, a social contract will be concluded between social services and recipients. The social contract will be signed for 6 months with the possibility of its prolongation even before 6 months.
By signing a social contract, the parties undertake mutual obligations: social services - to make efforts to promote employment and pay benefits, and able-bodied members of the family - to participate in good faith in measures to promote employment and social adaptation aimed at removing the family from the low-income category.

The able-bodied members of a low-income family can receive state support through the Program for the Development of Productive Employment and Mass Entrepreneurship in the form of payment of training costs, subsidies of 35% of wages at social workplaces, payment of youth practices for graduates of educational institutions or in the form of microcredit on preferential terms.
         If the able-bodied members of a low-income family fail to fulfill their obligations under a social contract after reaching the age of 18, there is a mechanism for reducing the amount of the allowance: for the first violation, the reduction of CSA for able-bodied family members is 50%, and for a repeat one - 100%. At the same time, CSA will be kept in full for mothers involved in child care and underage children.

2. What will be the size of ASP of the new format?

Firstly, from the next year the amount of the subsistence minimum will be increased due to a change in the methodology for calculating it. If this year the amount of the subsistence minimum is 24,459 tenge, then next year it will increase to 28284 tenge.
Secondly, the poverty line used to designate targeted social assistance will be increased from the current 40% of the subsistence level to 50%. if in the current year the poverty line was 9,784 tenge, then the next year its value will be equal to 14,142 tenge.
           For example, a low-income family consisting of 5 people, in which 1 family member works and has an income of 24,459 tenge, 1 family member is not working and is engaged in caring for a child under 3 years old, and also three underage children.
            To date, the amount of CSA is 17,313 tenge per family, the state child benefit is 7,149 tenge. The next year, with the current level of family income remaining, the size of the new format of the ASP will amount to 30,000 tenge or will increase by 20% compared to 2017.

3. Will citizens have the right to receive other types of social assistance?

         The ASP of the new format is a single benefit, which combines three existing social payments for low-income families:

а) categorical social assistance provided for each family member, if the average per capita income of the family is less than 40% of the subsistence minimum;
б) children's allowances assigned to children under 18 in the amount of 1.05 MCI or 2 383 tenge in the current year, if the average per capita income of the family is less than 60% of the subsistence level;
в) a special state allowance provided for families with four or more minor children, regardless of their income (today 9440 tenge).
          It should be noted that people are not only provided with cash assistance, they are helped to find a job, they are sent to various courses of retraining and advanced training, they are provided with microcredits. Thus, the family potential is stimulated to overcome the state of poverty.
